Draft Plan Flow adopted by Working Group in response to the increased number of Migrants in Republic of Serbia during 2023

At the meeting of the Working Group for solving the problem of mixed migration flows chaired by the State Secretary in the Ministry of Interior, Dr. Željko Brkić, the Draft Plan Flow in response to the increased number of migrants on the territory of the Republic of Serbia in 2023 was adopted.

 The session was attended by members of the Working Group comprising Commissioner for Refugees and Migration Nataša Stanisavljević, representatives of the Ministry of Foreign Affairs, Ministry of European Integration, Ministry of Health, Ministry of Labour, Employment, Veterans and Social Affairs, Secretary General of Serbian Red Cross as well as a representative of the Command Centre of the Army Serbia.

Subsequent to the adoption of the Report on the current situation of migratory flows in the Republic of Serbia and with reference to irregular migration the Draft Plan Flow for responding to the increased number of migrants on the territory of the Republic of Serbia in 2023 was adopted, critical to ensure adequate support for migrants in the territory of the Republic of Serbia and also to preserve public order and peace, health and safety of citizens.

The aforementioned plan provides emergency assistance to migrants, protection to persons who apply for asylum including special protection of children, as well as protection to persons who meet the conditions in accordance with the Law on Asylum and Temporary Protection. In addition, the said plan provides conditions for the reception and care of migrants, including education, social and health care, also cooperation with local communities in order to maintain the level of tolerance towards migrants, as well as surveillance of the state border, suppression of people smuggling and irregular migration, as well as ensuring assisted voluntary return to their countries of origin.

The Working Group also discussed current situation regarding migrants on the territory of the Republic of Serbia. On that occasion, the Commissioner for Refugees and Migration presented data on 2,220 migrants housed in 17 Reception Centres managed by the Commissariat.

State Secretary in the Ministry of Interior Dr. Željko Brkić pointed out that the Republic of Serbia manages the migrant crisis responsibly and that it is important to have a coordination mechanism with which we are able to respond adequately to the increased number of migrants.

It was concluded that with the joint cooperation of representatives of Ministries, the Commissariat for Refugees and Migration, Local Self-Governments, International Organizations and Non-Governmental Organizations which provide support to migrants, monitoring of the situation and exchange of information will continue and in accordance with which further decisions will be made.
