UN and other multilateral funds

Special measure, adopted on October 7, 2015 by the European Commission, worth 7 million euros, is the European Union's assistance for specific needs based on the Response Plan adopted in September 2015, primarily in terms of obtaining the necessary equipment for equipping and the construction of accommodation capacities, as well as the engagement of additional staff. The project lasted for a year and the funds were divided into three components:


1.      The first component has sought to ensure adequate / to expand existing capacities of the competent institutions in order to effectively respond to the needs of refugees and migrants. 1.5 million EUR has been defined for the Commissariat for Refugees and Migration and the Ministry of the Interior, in order to provide funds for support in financing current / operating costs for accommodation and provision of basic living conditions in transit - reception centers for the accommodation of asylum seekers, as well as the engagement of additional staff.

2.      The second component is defined to provide the necessary equipment. The European Union delegation has purchased buses, van and cars worth 2.5 million EUR for the Commissariat for Refugees and Migration and the Ministry of Interior.


3.      The third component, worth 3 million EUR, aimed to strengthen the capacities of partner NGOs in supporting the activities of the Government of the Republic of Serbia. It is divided as follows:

·         1 million EUR allocated to the Danish Refugee Council- to improve accommodation capacities (Krnjača) and living conditions of refugees, as well as to strengthen capacities of the Commissariat, Ministry of Labour, Employment, Veteran and Social Affairs and other national institutions to effetely response to a migrant crisis 
·         1 million EUR defined for ASB and IDC - construction (Dimitrovgrad) and equipping of accommodation capacities
·         1 million EUR defined for HELP- the construction and equipping of accommodation capacities in Bosilegrad and Pirot, as well as to strengthen capacities of the Commissariat, Ministry of Labour, Employment, Veteran and Social Affairs and other national institutions to effetely response to a migrant crisis   especially the local ones.

MADAD 1 - Capacity building in the management of refugee / migrant crises in the Republic of Serbia - Grant contract TF MADAD / 2016 / T04.28

The project lasted from January 13, 2017. until January 13, 2018.
 
The goal of the project was to ensure and expand direct operational capacities of national authorities to effectively resolve and respond to increased migration flows in order to secure adequate functioning of the asylum and migration management system in the Republic of Serbia.
 
The project activities:

·         To cover operating / running costs for accommodation in asylum centers, transit / reception centers and centers for the accommodation of minors without the attendance of parents or guardians, including food, electricity, heating, laundry, utilities, water and sanitation;
·         The engagement of additional staff that provided support to centers for social work in performing tasks from the field of the guardianship authority and functioning centers for the accommodation of unaccompanied minors;
·         Recruitment of additional staff by the Commissariat for Refugees and Migration: object coordinators, field workers, security, administrative staff, translators and hygienists, all for the purpose of smooth functioning of asylum and reception / transit centers;
·         Covering the cost of nourishment and accommodation for field employees recruited by the Commissariat for Refugees and Migration, the Ministry of Labor, Employment, Veterans and Social Affairs and the Ministry of the Interior;
·         Covering fuel costs and vehicle maintenance for the staff of the Commissariat for Refugees and Migration, the Ministry of Labor, Employment, Veterans and Social Affairs and the Ministry of the Interior, which were used for field work with the migrant population
·         Procurement of IT equipment for the needs of employees in the Ministry, the Commissariat for Refugees and Migration and the Ministry of the Interior.


MADAD 2 - EU Support to Serbia in Migration management - Grant contract TF-MADAD / 2017 / T04.86, worth EUR 16.000.000

Donor: European Union (European Union Regional Rescue Fund in response to the Syrian crisis - "Madad Fund")
Duration of project: 15 months (from January 13, 2018)

Project goals: The overall goal of this project is to respond to the needs of migrants, refugees and asylum seekers in Serbia through support to republican authorities, including improving shelter conditions and quality of service delivery.

The specific objectives of the project are to improve the accommodation and protection of the rights of migrants, refugees and asylum seekers in asylum centers, receiving centers and centers for unaccompanied minors and providing adequate health care and education services in order to respond effectively to the needs of migrants, refugees and asylum seekers in Serbia. This project is specially focused on the care and protection of vulnerable categories in the migrant population, with the accent on all children / unaccompanied minors.

Project partners: Commissariat for Refugees and Migration, Ministry of Interior, Ministry of Health and Ministry of Education, Science and Technological Development.

Activities are as follows:
